Under the Leadership of Citizen Prince December Carnivale, Beaumont’s Domain has rapidly evolved into an experimental Governmental structure modeled as a True Meritocracy.

Each member of this Texas Domain is levied respect solely upon their individual merit without bias from Clan, Covenant, Age, Lineage, Sex, Race, Magical prowess or Divine right. Little is regarded for what a Kindred has done in the past, as much more emphasis is placed upon what will they continue to do for the Domain.

In this aspect different levels of residency exists in the Meritocracy, each with various levels of rights and responsibilities as follows. These mobile class classifications are regarded as honored titles within the Meritocracy, and are used commonly in correspondences.

Covenant Council

The Covenant Council was disbanded due to numerous seats remaining empty and the Council not holding meetings. This falls in line with the structure of the Meritocracy, as outlined in the document, “A Government Founded in Merit,” written by December Carnivale.

Prisci Council

The Prisci Council has been recently disbanded by members of the Council. The reasons for such have been stated that the idea of Clan has no real place within the Meritocracy.

Resident or Citizen?

Resident

A Resident is clarified as one who resides within the Domain, but has fallen from the graces of citizenship, cannot fulfill the requirements of obtaining citizenship, or does not wish the added responsibility of Citizenship. They have permission to reside within the Domain, but can only feed in their limited Covenant/Faction feeding grounds and are off limits to the highly desirable Citizen feeding grounds.

Details of the Resident title
  • Granted the basic rights the traditions allow.
  • No direct access to the Prince via a private meeting
  • Will not be forced to serve the Meritocracy unless an emergency arises
  • Cannot hold any position within the Meritocracy
  • Responsibility of the Resident
  • A Resident must adhere strictly to all Traditions.
  • A Resident must not feed outside of their allowed Covenant/Faction Territory.
  • A Resident must not spread information in any format that places a Citizen, Officer and especially the Prince of the Meritocracy in a negative light.

Citizen

A Citizen is a resident of the Meritocracy who wishes to show their merit by serving the Domain, forwarding us collectively towards greatness. With added responsibility comes extra rights and respect unique to Citizens.

Details of the Citizen title
  • Granted the basic rights the traditions allow.
  • Appointment based direct access to the Prince via a private meeting
  • Ability to call upon the Prince to help defend the Citizen when dealing with an out of Domain dispute
  • Right to petition to create childer
  • Right to feed in the lush Citizen Feeding Grounds
  • Able to honorably challenge the Prince for leadership of the Meritocracy
  • Allowed to hold Office within the Domain
  • Responsibility of the Citizen
  • A Citizen must adhere strictly to all Traditions.
  • A Citizen must actively serve the Domain without being reminded to do so.
  • A Citizen must be ready to assist Officers when required to do so.
  • A Citizen must positively represent the Meritocracy as a whole while traveling outside of the Domain.
  • A Citizen must not feed outside of their allowed Citizen & Covenant/Faction Territories.
  • A Citizen must not spread information in any format that places the Prince in a negative light.

Citizen Prince Carnivale has passionately sought to develop leadership in this governmental structure in which positions of power and authority are based solely upon merit and a desire to succeed. This is to insure that ineffectual Kindred will never be given leadership roles they are powerless to assume via treachery and nepotisism. Strong laws were required to insure that the Meritocracy did not fail to do just that, and slip back into the corruption of standard Feudal Dictatorships most Kindred Domain’s practice. In late June 2006 the following Laws were put into effect.
